The 2021 national postgraduate entrance examination will start on December 26. There were 107,689 candidates in Heilongjiang Province, with a year-on-year increase of 8,563, or 8.6%. Among them, 58,476 were undergraduate graduates, accounting for 54.3% of the total number of candidates, and 49,213 were past graduates, accounting for 45.7% of the total number of candidates. This is the sixth consecutive year that the number of applicants in our province has continued to grow.
For this examination, our province has set up 8 examination areas, 62 examination sites, and 3,722 examination rooms in prefectural and municipal enrollment institutes and universities, and selected more than 1,200 invigilators and patrol examination staff. In response to the substantial increase in the number of applicants and the new situation facing the examination, our province further strengthened the organization and management of this year's postgraduate entrance examination. When candidates enter the venue, the examination of candidates’ certificates, inspection of non-examination items, etc. shall be carried out to strictly prevent the entry of cheating tools, especially high-tech cheating tools, on behalf of the test and candidates. All examination rooms are equipped with a video surveillance management system to monitor the behavior of examinees, invigilation and examination affairs during the examination process. Equipped with test stationery uniformly, using modern technology equipment and methods such as mobile cell phone jammer, cheating devices, metal detectors, ID card recognition devices, etc., to severely crack down on disciplinary and fraudulent behaviors, increase the investigation and punishment of exam cheating, and safeguard the legitimate rights and interests of the majority of candidates.
During the examination period, the province sent 35 inspection teams to go to the test sites in each city to supervise the whole process. Provincial Party Committee Propaganda Department, Provincial Public Security Department, Provincial National Security Bureau, Provincial Industry and Information Committee, Provincial Radio Management Committee and other department leaders commanded and inspected the work on site. The province’s public security departments mobilized police to ensure the order of the examination; the radio management department monitors and investigates harmful radio signals in real time; the Provincial Party Committee’s Network Information Office strengthens the detection, discovery and disposal of online harmful information to ensure the safe and smooth progress of the examination.
According to the Interpretation of the Supreme People’s Court and the Supreme People’s Procuratorate on Several Issues Concerning the Application of Law in Criminal Cases such as Organizing Exam Cheating, which was implemented last year, “organizing examination cheating”, “illegal selling or providing test questions and answers” in the graduate admissions examination , Should be identified as one of the "serious circumstances" stipulated in Article 284 of the Criminal Law, and criminal responsibility will be investigated according to law. The Provincial Admissions and Examination Institute solemnly reminds the majority of candidates: we must effectively strengthen the legal concept, raise legal awareness, consciously learn the law, respect and abide by the law, integrity exams, do not participate in illegal and criminal activities involved in the exam, and at the same time, do not listen to some social training institutions’ Don’t buy the so-called “test questions” and “answers” to avoid being cheated.
